I am sure Quine is looking deeper than I can, but I think the question of whether the theory has been falsified is separate from the question of being falsifiable. The mere existence of the experiments like Uranus or Mercury that look like falsification of Newton's theory, satisfies Popper's criterion.

But yes, there are many things in the world that rely on the ability to apply a universal quantifier ("the following N gravitational forces are the only forces influencing the body") or apply induction (as the means of comprehending the infinite).
